WASHINGTON — The Federal Aviation Administration determined Friday that President Donald Trump’s proposed 250-foot triumphal arch near Arlington National Cemetery would not pose a hazard to aircraft, but required additional safety features to make the structure visible to pilots.
The arch would stand at Memorial Circle on Columbia Island between the Lincoln Memorial and Arlington National Cemetery, about 3,000 feet from Ronald Reagan Washington National Airport and within the airport’s approach and departure corridor.
FAA safety experts reviewed the surrounding airspace, air traffic patterns and procedures at Reagan National and nearby military and public-use airports before issuing the determination.
The agency required the arch to feature a non-standard “eternal flame” at its highest point and floodlight projectors aimed at the structure so pilots can easily see it.
The proposed arch would rise more than twice as high as the Lincoln Memorial. Construction plans also include cranes that could reach about 320 feet during the project.
Veterans, preservationists challenge project
Veterans and preservation groups have sued to stop the project, arguing that the Trump administration lacks authority to build the structure without congressional approval.
Opponents also argue that the arch would alter the historic view between the Lincoln Memorial and Arlington National Cemetery.
The U.S. Commission of Fine Arts approved the design in May despite public opposition, while the National Capital Planning Commission granted preliminary approval in July.
The FAA determination remains subject to petition for reconsideration through Oct. 18. If someone files a petition, the determination will not become final until the FAA resolves it.
A federal judge has also ordered the Trump administration to provide advance notice before taking action at the site, except for work related to identifying artifacts.
