Elderly Texans among victims in alleged Dallas roofing scam, AG says

DALLAS — Ken Paxton announced a lawsuit Tuesday against Rubinsky Roofing LLC, accusing the Dallas-area contractor of deceptive business practices that allegedly left dozens of homeowners with unfinished roofing projects after collecting large upfront payments.

The lawsuit, filed in Collin County district court, alleges Rubinsky Roofing targeted North Texas residents through aggressive sales tactics tied to insurance-funded storm damage claims.

According to court filings, homeowners reported repeated phone calls, text messages and door-to-door solicitations pressuring them to sign contracts and hand over insurance payments before work was completed.

State investigators described what they called “a repeated pattern of aggressive sales tactics, pressure to sign contracts, upfront payment demands, ever-changing excuses for work delays, and work that is never completed.”

One homeowner alleged the company collected a $10,000 insurance check and then failed to perform any work for six months. Another consumer reportedly paid more than $24,000 for a roof replacement that was repeatedly delayed and never finished.

The lawsuit follows a recent investigation by The Dallas Morning News that detailed complaints from dozens of North Texas homeowners who estimated combined losses of roughly $500,000 connected to unfinished roofing jobs.

Court documents also reference a WhatsApp group titled “Rubinsky Legal Matters,” where about 40 members allegedly discussed unpaid or incomplete projects.

Paxton accused the company of preying on consumers, including elderly Texans, through deceptive sales practices and collecting money for work that was never completed.

The Attorney General’s Office is seeking temporary and permanent injunctions to halt the company’s operations, along with restitution for affected consumers and civil penalties under the Texas Deceptive Trade Practices Act.
