Alcantara returns P71 million tied to flood control scam

MANILA, Philippines– The Department of Justice (DOJ) on Friday received P71 million in restitution from former Department of Public Works and Highways (DPWH) Bulacan First District engineer Henry Alcantara in connection with an alleged flood control scam involving public works funds.

Justice Secretary Jesus Crispin Remulla witnessed the turnover of the cash restitution at the DOJ main office in Manila. Officials identified the amount as part of funds allegedly misused for flood control projects in Bulacan.

DOJ investigators said the restitution forms part of ongoing efforts to recover government money tied to irregular flood control transactions. Prosecutors accepted the payment as evidence as the investigation continues.

Authorities said Alcantara coordinated with government investigators prior to the turnover and has admitted involvement in the questioned transactions. The DOJ said the restitution would support current and future cases related to the alleged misuse of flood control funds.

The Department of Public Works and Highways said it will cooperate with the DOJ and provide project documents and records related to the Bulacan flood control works.

The DOJ said it will review financial records, contracts, and disbursement documents and coordinate with the Commission on Audit to validate the amounts involved. A full report will be submitted to the Office of the Ombudsman for evaluation and possible further action.

Officials described the restitution as a significant step toward accountability and recovery of public funds, adding that additional legal remedies will be pursued if further losses are identified.
