MANILA, Philippines– President Ferdinand Marcos Jr. on Thursday announced in Manila that a court issued arrest warrants against contractor Cezarah “Sarah” Discaya and nine others allegedly involved in a P96.5-million ghost flood control project in Davao Occidental.
The accused face non-bailable graft and malversation charges, with authorities set to serve the warrants and place them in custody for prosecution. Marcos said eight additional Department of Public Works and Highways (DPWH) officials have expressed their intent to voluntarily surrender in connection with the case.
Investigators will continue locating remaining suspects and gathering evidence on the planning, procurement, and implementation of the questioned project.
Marcos emphasized that the government will pursue further cases if additional irregularities are found and will use the investigation as a framework to review similar infrastructure projects nationwide.
