Texas will invest more than $146 billion over the next decade to improve state roadways and reduce congestion.
Governor Greg Abbott announced the 2026 Unified Transportation Program (UTP), which the Texas Transportation Commission is scheduled to adopt.
The plan allocates $101.6 billion toward projects aimed at safety, connectivity, and economic development.
The program includes nearly $45 billion for new development and maintenance, with increased funding of almost $2 billion for the Texas Clear Lanes congestion relief initiative.
Approximately $17 billion will focus on safety improvements, and $669 million will support rural corridors and key economic roadways.
The Texas Department of Transportation (TxDOT) developed the UTP with input from transportation partners and public comments. It addresses multiple transportation modes, including highways, public transit, aviation, rail, freight, and pedestrian infrastructure.
The UTP guides project planning and resource allocation for the state’s transportation infrastructure.
