BEXAR COUNTY, Texas — Bexar County Manager David Smith presented a proposed $2.62 billion budget for fiscal year 2026-27 on Tuesday, maintaining the current property tax rate while funding public safety, infrastructure and other essential county services.
The proposed budget keeps the tax rate at $0.299999 per $100 of taxable value despite a 1.3% decline in taxable property values.
The proposal includes $904.9 million in operating expenditures, $565.4 million for roads, flood control and capital projects, $181.1 million for debt and $37.1 million in contingencies.
It also includes $263.3 million in carry-forward funds, $394.9 million for capital project carry-forwards, $211.1 million in venue reserves and $58.1 million in debt reserves.
Public safety accounts for about $292.4 million from the general fund. The funding supports law enforcement, the county’s adult detention system and other public safety operations.
The proposed budget also sets aside $18.6 million for a limited number of new capital improvement projects focused on security, safety and equipment.
Three new road projects totaling $2 million are also included. The county said it will fund the projects through money from projects that are no longer viable or can be delayed.
Commissioners Court is scheduled to consider the proposed budget Sept. 15 as part of the annual budget process.
The new fiscal year begins Oct. 1, 2026.
