Texas lawmakers have approved Senate Bill 22 (SB 22), a measure designed to strengthen the state’s film and television production industry by increasing funding and updating compensation standards for local workers. The bill now awaits Governor Greg Abbott’s signature.
Under SB 22, the state’s investment in film incentives will rise from $200 million to $500 million every two years.
The Texas Moving Image Industry Incentive Program (TMIIIP) will see its budget increase from $200 million to $300 million per biennium, aiming to attract more production companies to Texas.
The legislation also introduces updated guidelines to ensure fair hiring and compensation practices for Texas-based workers.
By mandating equitable pay structures, the bill seeks to maximize benefits for local talent and support job growth within the industry.
SB 22 further includes provisions addressing environmental sustainability and diversity in hiring. Productions adhering to these guidelines will qualify for the expanded incentives, encouraging responsible and inclusive practices in the state’s film sector.
