On April 4, 2025, Chinese authorities arrested three Filipinos in China on charges of espionage, as confirmed by the Department of Foreign Affairs in Manila. The individuals, accused of gathering classified information for the Philippine intelligence agency, face serious allegations by the Chinese security agency. Akbayan Partylist, through their First Nominee Chel Diokno, labeled the arrest as “hostage diplomacy.”
Diokno suggested the arrests might be a strategic move by China to orchestrate a prisoner exchange, as two Chinese nationals also face similar accusations in the Philippines. The detainees reportedly participated in the Hainan Government Scholarship Program under a bilateral agreement, while the Philippine government firmly denies the allegations.
Manila’s officials expressed concerns over the situation and highlighted the need for legal assistance for the detained Filipinos. Claire Castro, the Palace Press Officer, stated that the government is ensuring the provision of necessary support. The incident follows the arrest of two Chinese individuals in Manila on February 20, also on espionage charges.
Akbayan Partylist called for swift government action to protect Filipino citizens abroad, emphasizing their belief that the arrests are part of a calculated diplomatic maneuver by China. A broad range of government and non-government organizations echoed these sentiments, stressing the importance of upholding due process.
